As noted, this will be a combined SBE/SMPTE meeting. We invite SMPTE as well as all SBE members and guests to join us at our dinner and business meeting at EL FENIX located in the Southeast stripcenter at Inwood and Lemmon. VIDEO POST, 2727 Inwood, is about six blocks west of Lemmon, just past Denton Drive.

Michael Rucker and QUANTEL factory experts will host a FORUM to discuss the company's philosophies pertaining to HDTV. Presented in conjunction with Dallas-based VIDEO POST and TRANSFER, the discussion will offer some revealing insights into HDTV in a post production environment. As the mist begins to clear, QUANTEL will put forward its own views to answer the questions and challenges of a High Definition TV world.

This is a great program to kick off 1998. Informative and interesting programs have already been scheduled through August (see PROGRAM TIDBITS column) so we hope everyone has resolved to attend our local monthly meetings in the coming year, and to bring a guest and prospective new member. CHAIRMAN'S REPORT JANUARY, 1998

As we pass from 1997 into 1998, I want to thank all those who helped to make this past year one of the best - growth in membership and certification, great programs, good attendance - all of us in our Chapter's leadership roles pledge to make this year even better. We have some great programs already scheduled and the Chapter will be taking an active role in the September TAB/SBE Conference and Exhibition in Dallas. We urge you to resolve that you will consider becoming active in our Chapter as our local officers elections are upon us and volunteer to help plan and host the TAB/SBE Engineering Conference.

We all know that 1998 will be a very challenging year as consolidation, ownership and management changes, regulatory and deregulation concerns, ever rapidly changing and advancing technology will effect all of us. Our pledge is to provide the information and hopefully some guidance to assist our members meet the challenges confronting us this year and on into the next millennium.

I urge each and every one to contact me or any Chapter Officer to offer suggestions or concerns regarding our Chapter, SBE in general or our industry.

We tried to end 1997 with a `DOOR PRIZE' winner by adding $20 and calling four numbers (to make up for the October meeting cancellation) but it didn't produce a winner . We think Leslie was on her HONEYMOON at that time as her name is now KVETON. Oh well, what is 50 bucks at time like that.

John Leahy, newly appointed Sales Manager, Broadcast Equipment Department, NEC America, has just returned from orientation meetings at NEC Japan and will be heading up NEC's sales of their DTV studio and RF equipment in the US. James Long, PANASONIC Zone Manager, hopes to name a North Texas District Sales manager shortly. In the meantime, James and Frank Davis, South Texas District Manager, will support and service clients in the area. (214) 827-8100 will continue to put customers in direct contact with the area office.

HARRIS CORP has restructured their TV Sales Division. Gaylen Evans, TV National Sales Manager for about ten years, has been reassigned as a District Sales Manager in the North Central area. The previous seven territories have been redrawn into six. Dan Sesslar will represent Texas and the surrounding territory.

Tony Guess, five year HARRIS District Southwest Sales Manager and formerly with TEKTRONIX, was caught in the restructuring and is seeking other sales opportunities in the area. Tony can be contacted at (940) 682-7586.

Warren Bottoroff, who preceded Tony as this area's HARRIS district Sales Manager and recently Foreign Sales Manager, resigned and has returned to the States. Warren joined a group of investors to purchase a tower fabricator now known as ITI TOWERS located in Visalia, CA. Warren is Sales Manager for ITI TOWERS and its subsidiary, HARRIS-ITI TOWERS. HARRIS-ITI TOWERS is a joint venture with HARRIS CORP allowing HARRIS to package ITI supplied towers and/or crews with HARRIS equipment contracts. Warren can be contacted at (209) 651-7860.

Jim King, well known tower erector/contractor died of cancer at his home in Chattanooga, TN. Jim was considered by many to be the premier big tower (especially candelabra and T-bar towers) erector in the country.

Julius Barnathan, SBE honorary member, died on December 1. `Julie' worked at ABC for 38 years and retired several years ago as President of ABC's Broadcast Operations and Engineering. He was noted for his foresight and innovations in the advancement of equipment and is especially noted for the development of the original AMPEX HS-100 for slo-mo replays. He was also very active in the development of closed captioning.

Although HICKS, MUSE, TATE and FURST (hereafter referred to as HMT&F) did not announce any big deals lately, they certainly were busy making news as the progress with the pending acquisitions. In fact, the `bombshell' of the month was the sale of the Texas Rangers baseball organization to Tom Hicks for $250 million. When the deal is approved by the league owners, Hicks will own both the Rangers and the Dallas Stars hockey team. Hicks immediately assured the media and the public that he was committed in keeping the Stars in downtown Dallas and wanted the arena election to pass. (The issue narrowly passed by about 1600 votes out of nearly 125,000 cast.)

In the meantime, LIN TV stockholders approved the $1.9 billion HMT&F offer which now awaits FCC approval. Assuming approval, NBC and HMT&F will proceed with their proposed venture (a related deal combining KXAS-TV 5 and NBC's San Diego O&O) whereby the network will have 80% ownership and control of the venture. It is anticipated that the venture will expand with additional purchases. Rumor has it that LMA KXTX-TV 39 will be moving out of Channel 5's Fort Worth studio building after the sale is completed. Looking ahead, will KXTX-TV 39 or NBC retain the Harry Hines studio building? NBC's new Southwest news operation which has been leasing space on McKinnon Street, will most likely be merged with Channel 5 Dallas news—addresses to be determined.

HMT&F and Venezuela's Cisneros Group are forming a $500 million fund to invest in the broadcast/media industries of Latin America, Spain, Portugal and the US. Cisneros, considered one of Latin America's media royalty, owns VENEVISION, the largest South American producer of Spanish language TV programs, A 20% owner of US Spanish network UNIVISION, and has stakes in several other media projects in Latin America. HMT&F has interests in several Latin and South American companies.

On the HMT&F radio front, CHANCELLOR MEDIA, the nation's second largest radio operator, has filed a shelf registration with the SEC for up to $1 billion of common and preferred stock, debt securities, and warrants. The company said that proceeds from the possible offering would be used for general purposes. The company also is in the process of declaring a 2 for 1 common stock split.

HEFTEL BROADCASTING CORP also filed a shelf registration with the SEC for up to $500 million in preferred and common shares, debt securities and warrants. Proceeds would be used for general purposes. HEFTEL is the nation's largest owner of Spanish language radio stations.

TALK ABOUT COMPETITION!!! As expected, the bidding for the NFL TV rights were intense and costly as FOX was determined to keep the NFC contract while CBS was just as determined to re-enter after being shut out for four years and outbid NBC for the AFC rights. ABC and its ESPN combined to keep the Monday games on ABC while ESPN aced out TNT for all the Sunday cable games. As a result, the networks will dish out more than $2 billion per year for the next five years — and isn't it ironic that as the viewership declines, the rights fees escalate higher and higher. It will be interesting to see if NBC goes the way of CBS after it lost its NFL rights.

The FCC has initiated a rulemaking aimed at sharing 455-456Mhz and 459-460Mhz in the broadcast auxiliary band on a co-equal basis with new mobile satellite service known as the Little LEOs (as in Low Earth Orbit). The effected band includes the p-channels used for the data links by numerous broadcast stations of all kinds as well as some radio RPU frequencies.

Due to pressure from Congress, the FCC will again investigate cable rates which have risen considerably this past year. Cable companies claim the major increases are due to increased programming costs.

Meanwhile, on the complicated Telecommunications front, a Wichita Falls Federal Judge made national headlines last month when he ruled that portions of the ACT were unconstitutional and discriminatory targeting the BABY BELLS. SWBELL is already moving ahead to start offering long distance within a month or two. The FCC and several long distance companies have filed for a temporary stay pending appeal of the ruling. Many insiders believe that the ruling will be reversed in the appeal process.

The FCC has decided to reduce its previous projected 1998 $2.25 billion fund to pay for school, library and rural health care operation wiring for internet service to $676 million for the first six months of 1998. Under the 1996 Telecommunications act, long distance companies are required to pay into the Universal Service fund. The FCC will reaccess the funding next year.

And the mega-mergers continue as WORLDCOM attempts to swallow up MCI COMMUNICATIONS and AT&T is acquiring TELEPORT COMMUNICATIONS. When completed, each will combine large long distance companies with local providers.

Tulsa based WILLIAM CO announced its reentry into the long distance business by rebuilding its nationwide telephone network to provide wholesale long distance service to long distance resellers. Three years ago it sold its nationwide fiber-optic networks to WORLDCOM for $2.5 billion.

The Texas Public Utilities Commission (PUC) and several consumer groups filed with the US Supreme Court to overturn the FCC rules deregulating pay telephone service. Since the FCC rules became effective, most of the telephone companies have increased their pay phone rates. The PUC claims pay phones have always been regulated by the states.

The FCC's North American Numbering Council has approved the transfer of responsibility of area code assignments and other numbering resources from BELLCORE to LOCKHEED MARTIN IMS based in Teaneck, NJ.

GTE, which had put its new Irving corporate headquarters on hold when it was involved in its quest to buy MCI TELECOMMUNICATIONS, has again begun to proceed with plans for a new corporate building in Las Colinas. The complete move and consolidation of employees in the area will take about two years.

SFX BROADCASTING has agreed to purchase PACE ENTERTAINMENT CORP for $155 million and the two-thirds of PAVILION PARTNERS that PACE does not own from VIACOM and SONY MUSIC for $89.4 million. SFX will be the nation's largest producer of live music and theatrical events. SFX was the seventh largest radio broadcaster until it sold its station group to HMT&F several months ago for $2.3 billion.

EAS NOTES

As of January 1, 1998, FCC rules allow you to disconnect your old EBS equipment which is no longer required to be hooked up and operating.

The North Texas local EAS plan has been approved by the state EAS committee and has been sent to Washington, DC for final approval. The plan provides local agencies access to use the EAS system to alert the public to life-threatening emergencies in our area.

TAB has published the TEXAS Required Monthly Test (RMT) schedule for 1998. In case you didn't receive your copy of the TAB December newsletter, we have included the schedule here:

Even though the comment period for the SBE petition outlining changes in the FCC EAS rules (RM9156) has passed, no one at the FCC knows when any action might be taken. The Commissioners are getting up to speed on broadcast issues and reviewing issues and regulations that have come out of the Telecommunications Act and focusing on deregulating the long distance and local phone industry. SBE anticipates that eventually the FCC will issue rule-making orders. The petition is due to be discussed at the EAS National Advisory Committee meeting scheduled for Jan 27.

Here are the minutes of the last meeting of SBE Chapter 67 for member's information and review. We hope that this will enable our membership to be better informed and to save time at the next meeting. Any additions or corrections will be discussed when the minutes are presented for approval at the meeting. We are interested in and solicit your comments.

MINUTES of SBE CHAPTER 67 MEETING: December 4, 1997

LOCATION: CHOWLINE RESTAURANT, Irving, TX

Meeting was called to order at 7:05pm by Chapter Chairman Craig Harper. Thirty-one members and seven guests were present and introduced. Chairman Harper stated that he was happy to be back in the METROPLEX and excited about being back in his new engineering position with A H BELO CORP. He announced that a Nominating Committee would be formed as our local elections would be coming up and urged members to participate.

David Stewart, HEFTEL COMMUNICATIONS, gave a few of the highlights and events at the TAB/SBE El Paso Conference. The attendance was over 800.

Sandy Sandberg reported an expanding membership. Three years of participation in the fall NAB, SMPTE and RTNDA didn't work so the SBE national meeting will rotate and meet with various SBE regional conferences. A discussion concerning the NAB Las Vegas as being overwhelming so an SBE national Conference and Exhibition returning was a possibility. He noted the death of Julie Barnathan, retired ABC President of Broadcast Operations and Engineering. He was also an SBE honorary member. He was noted for his innovations in sports coverage, especially the slo-mo concept and for his work on closed captioning.

OFFICERS REPORTS:

VICE-CHAIRMAN and PROGRAM: George Whitaker gave a rundown on some of the scheduled programs for 1998.

SECRETARY: A motion to approve the September minutes was made, seconded and approved as printed.

TREASURER: Reported a bank balance of $1792.05 with all bills paid. He thanked all our advertisers for their support.

FREQUENCY COORDINATION: Committee Chairman Ron Basham reported that KUVN-TV 23 has received approval for their microwave moves and additions. He also noted the proposed encroachment on the RPU band and urged everyone to keep abreast of the proceedings.

TV NOTES DROPPED OVER THE TRANSOM

Craig Harper, our Chapter Chairman, has moved back into his home and settled into his new A H BELO position of Assistant Engineering Service Manager, TV Stations Group.

It seems as though Stuart Jagoda's resigning as Chief Engineer of KFWD-TV 52 to move to Concord, CA started a run of Chief Engineer changes at four of the area UHF TV stations. Tee Thomas, Chief Engineer, KDTX-TV 58 has become Chief Engineer of KFWD-TV 52. Art Runyon, Chief Engineer, KHSX-TV 49 and our Chapter Certification Chairman, has retired effective January 2, 1998. And last week, Joe Maggio, Chief Engineer, KDAF-TV 33 since the station's beginning in 1980, resigned and is looking at other opportunities. As a result, Channels 33, 49, and 58 are actively seeking replacement Chief Engineers. (See JOBS column for more details.)

Leslie Triplett, ABC RADIO NETWORKS, got married recently and is now known as Leslie Kveton. Leslie put in several years at KVIL-AM/FM before joining ABC about two years ago. CONGRATULATIONS LESLIE!!!

WFAA-TV 8's DTV application for a construction permit on channel 9 with 18.6Kw ERP was accepted for filing by the FCC on December 24. Their proposed antenna elevation of 1725 feet above average terrain places them in the top position on the DTV antenna they will share with KDFW-TV 4's DTV Channel 35 on the third corner of the candelabra platform. A DIELECTRIC TW-789-R antenna and a Channel 9 HARRIS solid state VHF DTV transmitter have been ordered.

On January 12, KDFW-TV 4 was granted a CP for their DTV Channel 35. At the same time, a modification was granted to change the antenna elevation to 1673 feet.

LIN TV President Gary Chapman during a speech at the Las Vegas Consumer Electronics Show announced that KXAS-TV 5's DTV Channel 40 would broadcast Texas Ranger baseball games in HDTV beginning with the first game scheduled for March 31. (Yes, the 1998 baseball opener is less than three months away.) Apparently, LIN and KXAS-TV hope to be known as the pioneer HDTV sports entity. Plans call for the NTSC analog equipment setup and telecasts to remain the same. The HDTV telecast will use four HDTV cameras augmented with minimum graphics.

Both WFAA-TV 8 and KXAS-TV 5 will be promoting HDTV during this month's Fort Worth Stock Show. This will be a great opportunity for the public to see the potential of HDTV. It will also help promote sales of the new digital sets as they arrive in stores later this year. With prices predicted to be in the $6-10,000 range, sales are expected to get off to a relatively slow start. It will be interesting to see how rapidly the prices will come down to make HDTV affordable for the average John Q. Public.

MAX MEDIA, owner of nine TV stations including KETK-TV 56, Tyler and KLSB-TV 19, Nagacoches, is being acquired by SINCLAIR BROADCASTING for $255 million. Operating under an LMA, the purchase is expected to close in April. KETK continues to upgrade their operation with the purchase of a PESA series 4000 routing system and is rebuilding their master control operation. SINCLAIR BROADCASTING was in the national spotlight recently testifying before a Congressional committee that the group will most likely use their DTV allocations for multicasting instead of full time DTV operation.

A H BELO, parent of flagship WFAA-TV 8, has completed the purchase of the San Antonio CBS affiliate, KENS-TV 5, and companion, KENS-AM, for $75 million and its 56% interest in the TV FOOD NETWORK (cable channel) which was part of the Providence Journal acquisition. KENS-AM/TV was part of a deal E W SCHIPPS CO signed with HARTE-HANKS COMMUNICATIONS in May. The TV FOOD NETWORK addition will strengthen SCRIPPS cable channel holdings already owning HOME and GARDEN TV which reaches 30 million homes. KENS-TV is the premier TV station in the rapidly growing San Antonio market.

Effective with its March dividend, A H BELO CORP has raised its quarterly dividend from 11 cents to 12 cents per share.

With the reinstatement of the CBS name for its media division and announced spinoff of the WESTINGHOUSE industrial division, the WESTINGHOUSE name will disappear as the company has decided to sell its various industrial businesses outright rather than doing a spinoff.

The SBE Board will hold their 1998 National Meeting concurrent with the Chapter 16 ELECTRONIC MEDIA EXPO which will be held at the Meydenbaur Center, Bellview, WA, on October 28-29, 1998. The Board will hold its usual meeting and Awards Dinner. A full day of ENNIS WORKSHOPS will precede the show on October 27.

The 1998 TAB/SBE CONFERENCE and EXHIBITION will be held at the Inter-Continental (formerly Grand Kapinsky) Hotel in Dallas on September 2-4. Our Chapter will be the host for the Engineering Conference. Planning needs to begin soon in order to schedule papers for the sessions. Why not volunteer your services. Until a conference Chairman is named, you can contact Chapter Chairman Craig Harper at (214) 977-6605.

Two new SBE Chapters are being formed: #130 - Erie Chapter for Western Pennsylvania and #131 - Inland Empire Chapter for Eastern Los Angeles County and Orange County. These two new Chapters brings the total number of Chapters to 103.

SBE will again be the co-presenter for the NAB Broadcast Engineering Conference (BEC) which will be held at NAB 98, April 4-9 at the Las Vegas Convention Center.

The SBE has begun shipping "INTRODUCTION to DTV RF". Over 100 pre-publication orders were received. This concise and interesting booklet of practical information and data as applied to DTV transmission systems is available to SBE members for $49 and to non-members for $65 plus $2 shipping. Contact the National Office for ordering details.

SBE will offer the 30th LEADER-SKILLS SEMINAR for Broadcast Engineers June 8-12, 1998 in Indianapolis, IN. This in-depth program seeks to teach technical management skills for those who have a technical background and have, or aspire to have, management responsibilities. A certification reminder - the first exam for 1998 will be held at NAB on April 4-9. The filing deadline is February 20. The National Certification Committee recently added two additional certification categories - Certified Engineer/Video (CVE) and Certified Engineer/Audio (CVA). Heading the home page of the SBE national web page is a message from the SBE FCC LIAISON COMMITTEE. Many broadcast engineers are deeply concerned about FCC Engineering Technology (ET) Docket 97-214 regarding the FCC's proposal to amend Part 2 of its Rules to allocate the 455-456Mhz RPU band to Mobile Satellite Services. The SBE FCC LIAISON COMMITTEE believes these comments will clearly express to the FCC the very grave concerns of the broadcast community concerning any potential damage to the 455-456Mhz RPU band. These comments by the SBE FCC LIAISON COMMITTEE, going back to the roots of the SBE's deep interest in Part 74 coordination issues - almost 20 years, have been approved by the SBE Board, filed with the FCC, and now awaiting FCC action. January 1998—WHAT A GREAT WAY TO START THE YEAR!!!! We have some great programs already booked thru August. This month's joint SMPTE/SBE meeting will be Wednesday, January 28 as QUANTEL presents the latest insight into HDTV production. On February 26 we get to learn about a company that is really on the cutting edge in web technology as AUDIONET will host the meeting at the downtown Dallas facility. Our `old' friend, Dan Rau, now with INTRAPLEX, comes back to town on March 26 to present `GOING T1 FOR FUN AND PROFIT' (aka `THE BASICS OF T1 FOR BROADCAST') April 30 we get to tour the new TANDY production facility in downtown Fort Worth. We hope you will mark your calendars now because you won't want to miss any of these terrific programs.

RADIO RUMBLES

JACOR has filed for transfer of the 16 NATIONWIDE COMMUNICATIONS stations including KEGL-FM 97 and KDMX-FM 102 in the METROPLEX.

ABC RADIO continues to buy stations across the country to expand their Radio Disney format. New stations in Seattle, San Francisco and Boston will carry the format making a total of 13 markets.

Several FCC actions effected area stations: KKDA-AM has received a replacement for their expired construction permit to operate an experimental synchronous station; KNTO-AM had their application for a synchronous transmitter in Denison denied; CSSI BROADCASTING has filed for an educational FM station on 88.5Mhz in Weatherford. It proposes 6000W at 492 feet; KCLE-FM, Glen Rose, has applied to change it status from C1 to C2 and KCLE-AM has applied to change its frequency to 1140Khz and increase power to 850W day, 710W night; KEGL-FM has canceled a construction permit to relocate its transmitter facility and increase antenna height to 1673 feet. KEGL-GM and KERA-FM are planning a new shared FM antenna as part of Channel 11's tower rebuild in preparation for DTV.

Latest tabulations on commercial radio stations in the USA are in: there are 10,207 total composed of 39% AM, 61% FM. The COUNTRY format is, by far, still the most popular with over 2500 stations. NEWSTALK is in second place with 1500 stations.

With its expanding news operations, KTVT-TV 11 has openings for the position of SNG/ENG Engineer to operate and maintain ENG and SNG vehicles and related microwave and satellite equipment. KFWD-TV 52 is now accepting resumes for an opening in their Engineering Department. The position of RF Maintenance Engineer requires component level skills with a strong understanding of FCC rules, UHF transmitter plant maintenance, and ENG operations.
