experience in materials, RF, & data cable design, research, & development. Randall will discuss and talk about
the questions that arise as studios and stations convert from NTSC to digital & HDTV. One is the selection
of cabling for the higher bandwidth, high data rate applications. The important parameters such as
cable design, materials, distance, & band-width requirements will be covered.

OBITUARY
Bob Evers Tripp, a long time member of SBE and Chapter 67, passed away on Tuesday October 27.
For twenty-seven years, Bob was the Chief Engineer of KIXL-AM & FM, Dallas and was "present at
the creation" of the stations. KIXL-AM was a 1Kw daytimer on 1040 KHz. KIXL-FM, one of the first
three FM stations (along with WRR-FM & KRLD-FM) in the D/FW market, operated on 104.3 MHz with a
ERP of 20.5Kw.
Following his retirement, Bob sold real estate and worked for WFAA & KZEW until BELO sold
the stations in the 1980s. He then operated Evers Hardware, in Denton, which has been family owned since
the 1800s.
He will be missed.

CHAIRMAN'S REPORT

I feel that the encroachment of the FCC Radio and Television broadcast frequencies by
non-broadcasters must be stopped. The following column by Frequency Coordinator, Mike McCarthy, of Chicago
SBE Chapter 26 says it all.
Please take time to READ it and ACT where you can.
"Just like with cordless phones and the hams at 920, trying to tell your neighbor it's HIS device
(Part 15) which must accommodate your transmissions (Part 97) and that you have the right to use the
channel over him.
The same would be true for anyone sharing Part 74 with us as Primary. Outside of engineers
and legal types, the operational people wouldn't know or understand the difference between primary and
secondary allocations. NOR DO THEY CARE!!. They have customers who are paying for a service and
would rather care less about who has what rights. And with broadcasters being notoriously cheap, the
problem will grow as they will not want to pay the lawyers to sue them because it will tie up their precious cash
flow. The proponents know this and will exploit it. The bottom line is: once the incompatible shared users are
in the "hen house", they are there forever... and our days of interference free broadcasts (relatively
speaking) are OVER except for the use of digital RPUs which most broadcasters will not buy. The key is to keep
them out. The problem is that the ITU may not recognize the 455-456 as being primary broadcast worldwide.
The same can be and has been said about reacting to MSS, Little LEOs, and the plethora of other proposals
of "sharing" with other services. If we can't get the licensees to act about the MSS mess en mass, then how
are we going to get them to react on this much more OBSCURE, but equally important issue.
We're getting squeezed from more sides now more than ever and our problem is not in our
technical abilities and arguments, but in the resources to fight them off over and over again. It takes time and
$$, which we as a group have little (of) in comparison to the proponents. Even the NAB doesn't have the
financial resources. It will take the COMBINED weight of the big groups, both RADIO & TV to fight this."

Now that Nashville based CONSOLIDATED MEDIA SYSTEMS has integrated MZB VIDEO SOLUTIONS, Richard (Dick) Bock is no longer
directly involved in the Broadcast Industry. Dick, after more than 30 years as one of the principals in MZB, has moved MZB VIDEO SOLUTIONS's subsidiary
TRANSPORTATION COMMUNICATIONS, INC across the street at 11498 Luna Road, Suite 106. The company designs and installs traffic control systems using
a central monitor & control center. Dick invites his many friends and customers to give him a call anytime at (972) 506-7800.
ADVANCED BROADCAST SERVICES (ABS)has been through several ownerships since the original VICTOR DUNCAN (VD) sale. The latest sale
to Atlanta based CHARTER has started the consolidation of the two companies with company headquarters to remain in Atlanta. Tom Kraemer, CPBE, with
more than 20 years service with VD/ABS as ABS General Manager, has been replaced by Charter's President & General Manager in the consolidation. Greg
Blanton, ABS Maintenance Supervisor has been named Manager-Dallas. Bill Freiberger, Sales Engineer, will continue to handle equipment leasing & rental. Bill can
be contacted at (972) 869-9100 Ext 150. The search for a new location will continue with an announcement expected soon.
COMARK COMMUNICATIONS has established a new territory called the Central Region which includes Texas and Oklahoma. Jeffery
Clarine, formerly with LaBLANC BROADCAST, has been named Sales Manager for the new region replacing Ken Barker who has moved to Florida to head up

Meanwhile Sheryl Richmond will assume responsibility for LaBLANC BROADCAST's Central Region until a new Sales Manager is named.

ALCATEL USA as expected announced that it will move its U.S. headquarters and 1500 workers to Plano where it bought the DSC
COMMUNICATIONS corporate campus. The move which may take as long as three years will vacate the present Richardson campus which was the original COLLINS
RADIO site built 40 years ago as the forerunner of the Telecom Corridor, now one of the world's largest concentration of telecommunications companies. The company
also announced 330 additional job cuts from facilities in Costa Rica, Memphis, TN, and Ashburn, VA. Earlier this year, 300 Dallas area jobs were cut as part of a
400 job cut.
AMERICAN TOWER (AMT) which owns and maintains wireless communications towers will merge with OmniAmerica in a stock swap and
assumption of debt. Jack Furst, OmniAmerica Chairman, will join AMT's Board after the expected early 1999 closing.
OmniAmerica has also completed the second phase of a three phase purchase of ARCH COMMUNICATIONS' towers. ARCH, a paging company,
is spinning off about 134 towers used for their systems and will now leaseback tower space to service their paging networks. The third and final phase is expected
to be completed by year end. OmniAmerica will lease space to other users and services to increase their rental income.
Since CBS announced the 20% initial public offering (IPO) of its radio division to be known as INFINITY BROADCASTING, it has caught the eye
of Wall Street. It will be one of the most oversubscribed offerings this year. CBS also stated that its Y2K costs will be about $36 million It has already spent
$11 million. It expects to have system tests and be compliant by the end of 1999.
CHARTER COMMUNICATIONS CORP fired MARCUS CABLE's DFW VP of operations Ed Collins amidst widespread complaints about
the company's service in recent months as the company has been upgrading its cable system. St Louis based CHARTER is taking over management of
MARCUS CABLE operations as the two companies combine under billionaire Paul Allen's common ownership. Ed Comstock will serve as interim district manager.
Fort Worth has fined MARCUS twice in the past year for poor customer service and is considering a third fine. It is also leading a 20 city consortium in hiring
a consultant to review the franchise agreements. Most of the MARCUS top management have resigned or will be departing shortly.
GTE said it will stop providing local telephone service in eight states to focus on large metropolitan areas. The company will sell all its local
operations in AK, AR, AZ, IA, NM, MN, NE, and OK and some lines in CA, IL, MO, TX, WI. GTE which is merging with BELL ATLANTIC wants to do more
marketing in the top 50 markets where it can offer a wider range of products. It expects to net $2-3 billion from some 200 interested bidders. The company will cranking
up a free E-mail service from any computer with Internet access. It will compete against giant free-mail rivals such as Hotmail & 411. GTE's partner is iName a
small free-mail company. The Microsoft owned Hotmail is the industry leader with 23 million subscribers.
Last week the FCC issued rules that will permit satellite dishes or other TV antennas to be installed on balconies, patios, gardens that aren't shared
with other tenants but not on `common' areas such as lobbies or roofs. The rules will also permit people to install these devices inside their rented homes or
apartments as long as they don't drill into walls or do any other damage to the property. This anticipates a time when technology advances allows satellite dishes,
wireless antennas, and other receiving devices to pick up TV signals indoors. The rules to be effective in about two months, will supersede any existing leasing
agreements that restrict tenants from installing dishes or other TV antennas. The FCC already has similar rules in place for people who live in condominiums,
cooperatives, and manufactured homes. The FCC rules respond to the 1996 COMMUNICATIONS law that gave the FCC authority to enact regulations that would
end restrictions impairing TV reception via various technologies.
SPRINT which had planned an IPO for its wireless operations (PCS) has delayed the offering due to the volatility of the financial markets. It
had expected to use the estimated $600 million in proceeds to expand its mobile phone services which now serves 1.75 million in 160 markets.
A H BELO has named Jon Roe as VP-Information Technology for the media company. Jon, previously with the Providence Journal Co, joined
BELO in February as Director of Information Technology. The BELO owned Dallas Morning News has named Rick Lutz as VP-Information Technology where he
will oversee `The News' newly created information technology department.
As BELO reported that its 3rd Quarter income fell 35% on softer advertising revenue at its newspaper and TV divisions. The company expects
about the same results in the 4th Quarter and is conducting a review of its News operations. It is offering voluntary early retirement to 300 employees. The plan has
been offered to 200 of the News' 2300 employees and to 100 of the company's 3500 broadcast employees. The offer expires in 45 days and the retirements will be
effective at year's end.
E.W. SCRIPPS CO plans to sell the Plano Star Courier and six other small newspapers to LIONHEART HOLDINGS which owns `The Business
Press' a FW weekly and 38 other publications. Scripps bought the 7 newspapers as part of a larger group from HARTE-HANKS in 1997. Scripps main focus is on
major metropolitan newspapers.
TCI in trying to promote its $40 a month TCI@Home service has offered free installation of its cable/modem to people who attended a Saturday
demo at its Garland office. The service offers Internet speeds about 40 times faster than dial-up phones. TCI offers the service in Euless, Garland, and parts of
Arlington and Richardson. It plans to add Carrollton and parts of Grand Prairie by December. The service will not be available in Dallas until that system is rebuilt,
which is on hold pending the renewal of its Dallas franchise.

MINUTES SBE CHAPTER 67 MEETING: OCTOBER 29, 1998
LOCATION: WFAA-TV-8/DT-9 Studios, 606 Young St., Dallas
Business meeting called to order at 7:O5pm by Chapter Secretary Bill Guyger. Chapter
Chairman Sandy Sandberg was attending the SBE National Meeting in Bellevue, WA and Vice-Chairman Gerry
Dalton had an out of town emergency. Approximately 63 members and guests were introduced.

TREASURER: Balance of $2,626.72 with all bills paid.
FREQ COORD: Johnny Stigler asked for any interference reports, stressed keeping the database up
to date, reported that KDAF-TV-33 will be doing a 9:00pm newscast starting in January.
CERTIFICATION: Two additional local test sessions have been scheduled in 1999. Deadline for the
first 1999 test filing is December 31. Complete schedule is printed in the NEWSLETTER.
PROGRAM: Tony Walker, Regional Sales Manager, LEADER INSTRUMENTS, gave a few
welcoming remarks and introduced Gerry McGinty, Consultant, LEADER INSTRUMENTS. Jerry described and
discussed the make up of digital test signals, how they are displayed, some differences between analog
and digital signals and how to interpret the waveforms. Wayne Kube described the HDTV setup to display
the HDTV playback of the John Glenn space launch.
The meeting was adjourned at 9:05pm.

TV NOTES DROPPED OVER THE TRANSOM

FULL TIME HDTV OPERATION TAKES OFF IN THE DFW MARKET!! WFAA-DT 9, KDFW-TV-35, &
KXAS-DT 41 began full time operation on or before the promised November 1 start date. All three are simulcasting their analog
NTSC programming by upconverting for the HDTV transmission. CH-41 is using a 2nd 7GHz digital STL; CH-35 has leased a
temporary fiber-optic circuit; and CH-9 has installed the new MRC digital 7GHz STL which is capable of transmitting both the
NTSC analog & the HDTV signals within the single channel. CH-8 has been using a fiber-optic circuit for the analog NTSC signal
while the STL equipment was changed and tested.
Meanwhile, on October 29, WFAA-DT-9, televised the NASA space shuttle launch (the John Glenn flight) in
HDTV using a pickup feed arranged by the HARRIS CORP. HDTV will need more of this type of record breaking events to really
get HDTV off the ground.
Roger Miller, long time AMPEX salesman and TV equipment rep, is recuperating from abdominal surgery at
Baylor Medical Center in Grapevine.
KDFW-TV-4/DT-35/KDFI-TV-27 Maintenance Engineer Richard Martin has taken early retirement for reasons
of health.
Peter Adrianopoli has returned to the Metroplex as an operations engineer for KDAF-TV-33. Pete worked several
years in the 80s at KXAS-TV 5 and after several years in Chicago, He worked part time at KTVT-TV 11 and KDFW-TV 4 in the
early 90s.
Tom Matasso, Engineering Manager for BELO's cable channel slated to begin operation January 1 has added
several engineers to his staff. To be known as TXSN, the 24 hour news cable channel, will be carried in the Metroplex on both the TCI
and MARCUS Cable Channels. And subsequent to last month's report, the cable channel video servers will be SEA CHANGE
which are repped in the area by Jim Hank's VIDEO UNLIMITED.
Also subsequent to last month's report, President Niel Atkinson, RICHLAND TOWERS, Tampa, FL, announced
a change in their plans and decided to purchase a KLINE tower for their proposed south Cedar Hill tower. It is still planned to
have a 12' face with a 60' triangular platform on top. Each of the three points will allow a two TV antenna stack, FMs to be
down mounted arrays underneath, and two or more levels of side mounted FMs available. RICHLAND reports that two TVs
are already committed (one is TRIBUNE BROADCASTING's KDAF-TV-33) but other spaces are available. Construction,
expected to start next February, has a scheduled completion date of January 2000.
As advertised elsewhere in this NEWSLETTER, OmniAmerica and Cedar Tower also have choice top antenna
spaces available. Future DTV spaces can be reserved at a reduced rate by stations that plan to take all the time possible before
activating their DTV channel but don't want to face the risk of being left out of good tower space.
Street talk has it that KXTX-TV-39 has put a hold on construction of its new master control installation at 3900
Harry Hines. Although contracts have been let and some equipment is on site, work is at a standstill even though station and
LIN management have offered no explanation. In the meantime, KXAS-TV 5 expects to complete the move of its Dallas
operation back to the McKinnen Building where they will occupy the 8th floor. NBC's network news operation is on the 9th floor.
Recently, TCI Cable sent a bulletin (signed by Tony Werner, Elective VP, Engineering & Technical Operations) to
its subscribers explaining digital & HDTV signals. It closed with the statement, "The bottom line is, with TCI Digital Cable, you
can get both analog & digital broadcasts through the cable you already have & on the TV set you already own". That should give
sales of DTV receivers a real boost.
The FCC has initiated a rulemaking, Docket 98-201, aimed at updating the rules under which Direct To Home
(DTH) satellite services can offer networking programming to their customers, bypassing local stations. The rulemaking is in response
to two recent court decisions in the southeast ordering DTH companies to cut off customers within the Grade B service of
local affiliates. To comply, DTH companies served notice to their subscribers all over the country & took their revenge on the
broadcast industry by telling their disgruntled customers to contact their local affiliates about getting permission to be reconnected.
Local stations have been swamped with letters & calls from people who would rather get their network programming from a NY or
LA affiliate than install an outside antenna or resolve other reception problems. The FCC proposes to redefine what
constitutes coverage & suggests something like the Longley-Rice prediction as used in DTV allocations to replace the present 50-50
curves. The basic issue of people who don't want to take the trouble to install an outside TV antenna (but don't mind putting up a
dish) or live in a development or apartment where they are prohibited from installing outside antennas, is not addressed in the
FCC's rulemaking notice. This proceeding could be vital to the long term viability of local telecasting. The comment date is December
11. There certainly will be more to this proceeding!!

The SBE National Meeting was held in Seattle October 27-29 in conjunction with Chapter 16's
Electronic Media Expo. It included two days of technical sessions, attracted more than 200 exhibits, and
featured the Ennes Workshops. Craig Turner, Executive Director of the Advanced TV Systems Committee,
Washington, DC, served as keynote speaker at the Awards Dinner. Terry Baun was recognized with the SBE
Fellow Award, Leonard Charles was named Broadcast Engineer of the Year, and Richard Farquhar as Educator
of the Year.
During the Board Meeting, the Board approved SBE National 1999 budget as reported by
Finance Committee Chairman Bob Hess. The budget includes a 2% increase in revenue and a 1% increase in
expenses. Regular Member dues will remain the same for the eighth year.
The Board approved expanding the scope of the electronic newsletter, "Short Circuits" which is
now sent monthly to Chapter Chairman. It provides information on SBE programs and activities between
issues of the quarterly "THE SIGNAL". The new service will be sent electronically to all members whose
E-mail addresses are in the National Office database.
The Board also authorized computer network hardware and software up grades for the
National Office, authorized the Publications Committee to proceed with plans to develop a new "Chief
Operator's Handbook" expected to be released early 1999, and voted to hold the 1999 National Meeting in
Madison, Wisconsin during Chapter 24's BROADCASTERS CLINIC.
SBE's new program targeting high school age students is underway. If you know of a high
school student with an interest in the technical side of broadcasting, inform them of SBE's new Youth
Membership category. Contact the National office and they will be happy to mail information to your prospects. You
can also contact our local Youth Program Chairman Brian Weber, NAVARRO COLLEGE, at (903) 874-6501
or member Bill Guyger, KLIF-AM/KPLX-FM, at (214) 520-4382.
An additional local certification exam period has been added for 1999 making a total of three
local exams plus the NAB exam. The newly released schedule is shown below. The first 1999 exam is set for
Feb 10-20 with the filing deadline date of December 31, 1998. This expanded schedule should provide
more flexibility and convenience to members wishing to become certified or to upgrade their present
certification. DON'T FORGETthe NEXT filing DEADLINE is December 31.
The SBE now has individual guides for each of the Certification exams that include sample
questions that are typical of those on each level of the exam and a listing of suggested reference materials for
each level. The prep guides are in a paper format and include the answers to the sample questions. The cost
of each level is $19.
Also available are two training handbooks targeted for radio & TV operators to prepare for
the operator certification. The cost includes the handbook and cost of a proctored exam. The radio handbook
is $37 and the TV handbook is $39. Station and production facilities are beginning to promote and
encourage their engineers to become certified. For information and forms concerning certification, contact

Vice-Chairman Gerry Dalton was on a out of town company emergency, the October meeting was ably
chaired by our Treasurer Bill Guyger, KPLX-FM/KLIF-AM.
Following many requests, we climax 1998 with this month's NOON meeting arranged & hosted
by Mike Lander, CommScope and NETWORK & CABLE PRODUCTS at Oakridge Country Club. We
only ask that you RSVP your attendance (full information is in the meeting notice) as we look forward to a
good turnout. We would also appreciate your comments and opinion of this meeting (or any meeting for

RADIO RUMBLES
Chuck Shamka, formerly Chief Engineer KGVL-AM/KIKT-FM, Greenville, is working for SUSQUEHANNA
BROADCASTING Group including KLIF-AM/KPLX- FM.
Gary Wachter, Chief Engineer KFYI, Phoenix, AZ, will become Chief Engineer for SERVICE BROADCASTING
owners of the KKDA and KRNB Metroplex stations, when he moves here in December. Let's all make him welcome.
Christopher (Chris) Boone has moved from ABC RADIO NETWORKS to Chief Engineer of JACOR-Dallas
which includes KDMX-FM and KEGL-FM.
Mike Hudman has been promoted to Market Director of Engineering-JACOR.
Harry Simmons, formerly KDMX-FM, is no longer in the market.
ABC, Inc. completed the purchase of KAAM-AM-620 and KNKI-FM-96.7 during November. On August 1,
KAAM entered into a LMA with ABE to carry the `RADIO DISNEY' children's format. KNKI is currently programing a rock
oldies format which ABC planned to syndicate nationwide but has since abandoned. ABC is now expected to change formats but
has made no announcements as to what it will be.
In the continuing saga of the `northern arc' allocations, two more move-ins from distant markets have been approved.
A Report & Order has been issued reallocating the Bowie assignment of KRJT-FM to Highland Village. The new
owner, John Border's SUNBURST II Group, has filed for a CP to relocate the Class C station to the KDGE-FM tower near Collinsville.
The other is the 101.7 MHz allocation to Sherman/Denison has been reallocated to Azle as a Class C and will locate on
the KNKI-FM Flower Mound tower. No word on who is the buyer...or how much?
There are at least four more potential move-ins in various stages of approval, etc. along the 65 mile arc from the
Cedar Hill transmitter farm. All of these require rule making proceedings to accomplish the required major change actions to move
from their present locations.
When will we run out of cities & towns to use as a "first local service".
FCC Chairman Kennard in his speech at the NAB Radio Show stressed that the FCC will most likely approve some
sort of low power FM service but also assured that it would not undermine the technical integrity of the FM band. NAB officials
were concerned that `shoehorning hundreds of stations into an already crowded spectrum can only increase interference and
also threaten the transition to digital radio.
The NAB RADIO SHOW also was the first time the three IBOC proponents appeared together and provided updates
on the progress of their systems. USA DIGITAL RADIO (USADR) has made its filing to the FCC for Rule Making and it calls for
the FCC to evaluate IBOC systems by next July and a December 1999 deadline for test results.
PRIME 66 PARTNERS, L P, a Limited Partnership, controlled by Fort Worth's Sid Bass, have made a $100
million investment in CD RADIO one of the two FCC licensed DAB service. After receiving approval PRIME 66 will own about 20%
of CD RADIO's common stock. CD RADIO plans to offer 100 channels of pay programming using three satellites scheduled to
be launched next year.
KLOTZ DIGITAL AUDIO COMMUNICATIONS has established a U.S. operation in Atlanta to be known as
KLOTZ AMERICAS which will provide marketing, sales, and support for North, Central, and South America. The company also
introduced a new digital audio console, the Spherion, which is available in 12 or 20 fader configurations.
The FCC has suspended the requirement that radio & TV stations file annual station employment reports, EEOP
reports, and EEO Model Program reports following the appeals court upholding a ruling that the FCC's EEO rules
unconstitutional. The FCC may file a further appeal. FCC Chairman Kennard feels confident that by early next year, the rules can
be revised to satisfy the court.
The NAB Radio Board will oppose an FCC proposal to allow FM stations to negotiate their own interference
agreements because it feels it would lead to similar interference now experienced on the AM band. The proposal is part of a larger
rule making proceeding on FM technical standards.
The Electronic Industries Alliance (EIA) has appointed Dave McCurdy as its President to succeed Peter McCloskey
who is retiring after 21 years as President. McCurdy served seven terms as US Representative representing Oklahoma's 4th
District. Also CEMA a division of EIA has elected Darrell Issa, president of DIRECTED ELECTRONICS, Chairman of the Board,
Ron Stone, Executive VP PIONEER ELECTRONICS (USA), Vice-Chairman of the Board, and Jerry Kalov, Vice-Chairman of
COBRA ELECTRONICS CORP., Industry Vice-President.

EAS INFORMATION UPDATE
The FCC will no longer distribute EAS authenticator lists which were commonly referred to as
the `red envelope' and have been in use since the inception of the EBS in 1963. Part II of the Commission's
EAS rules will be amended and the procedures in the EAS AM/FM & TV Handbooks will be revised to reflect
the change.
Last August, the SBE EAS Committee sent a request to all EAS manufacturers to forward
information on the readiness of their equipment for the YEAR 2000. All manufacturers have certified that
their equipment will be compliantseveral will require some minor changes, resets, or software programs.
The complete list of manufacturers and their information explanations are available at the
SBE website by clicking onto the EAS INFO box.
Also in the EAS INFO section of the SBE website is a proposal by the EAS Committee entitled "
SBE VISION of EAS & DTV". This is MUST reading for every Engineer as an indication of the
advanced technology which will be possible in the `digital age'.
